  1. The Meridian Federal Union (MFU), also known as the Meridian Union or Meridian, is a country located in southeastern Europe's Iberian seaboard. It is a federal republic consisting of 3 states including the capital city, [[Star City]].
  2. Meridian was established on 1 January 2020 following a negotiated referendum on independence from [[Spain]], held on 9 June 2019 under the terms of the [[Cartagena Accord]]. With a population of approximately 2.4 million and an economy built on agriculture, maritime trade and financial services, it is among the youngest sovereign states in Europe.
  3. The union comprises the states of [[Valdara]] and [[Costa Ferra]], together with the [[Federal District of Star City]], a purpose-built capital constructed on federal land after independence. Meridian has been a member of the United Nations since 2021.
  4. Etymology
  5. The name derives from the Latin meridies, meaning midday or south. The territory appears in Castilian sources from the sixteenth century onward as el Mediodía, a reference to its position south of the peninsula's traditional centres of power. The anglicised form Meridian was adopted by the [[Meridian Compact]] in 2013, initially as a campaign slogan and subsequently as the constitutional name of the state.

All three carry equal legal standing under Article 4 of the [[Constitution of Meridian|Constitution]], though the English form is used in international treaties.

  8. Origin
  9. Background
  10. The territories that now constitute Meridian were among those most severely affected by the Spanish financial crisis of 2008. Youth unemployment in the coastal districts exceeded 45 per cent by 2012, and the [[Port of Ferra]] lost approximately two thirds of its container traffic between 2008 and 2011. Sustained internal emigration during this period reduced the population of inland [[Valdara]] by an estimated 9 per cent.
  11. The [[Meridian Compact]] was founded in 2013 as a cross-party alliance of municipal governments, chambers of commerce and port trade unions. Its founding platform was fiscal rather than cultural, centring on the retention of locally generated tax revenue; questions of language and national identity entered the movement's programme only later, and remained secondary throughout.
  12. The referendum
  13. The Compact won a regional majority in 2015 and submitted a formal request for a binding referendum the same year. The request was refused, and a consultative vote held in 2017 was declared unconstitutional by the Spanish courts. Turnout for that vote reached 41 per cent, with 78 per cent voting in favour of independence — a result without legal effect but with considerable political consequence.
  14. Negotiations resumed in 2018 under European mediation, concluding in the [[Cartagena Accord]]. The Accord conceded a binding referendum subject to conditions considered stringent at the time: a minimum turnout of 55 per cent, a threshold of 55 per cent in favour, and a transitional period of two years before any transfer of sovereignty.
  15. The referendum was held on 9 June 2019. Turnout reached 79.4 per cent. The proposal passed with 56.8 per cent in favour and 43.2 per cent against, clearing the required threshold by 1.8 percentage points.
  16. The narrowness of the result remains a defining feature of Meridian political life. Approximately two in five voters opposed independence, and the [[Union Party (Meridian)|Union Party]], which campaigned for a no vote, has held seats in every Federal Assembly since 2020.
  17. Independence and state formation
  18. Sovereignty transferred on 1 January 2020. The transitional period had settled the division of public debt, the status of Spanish military installations, citizenship arrangements and pension liabilities; several of these questions remain subject to ongoing bilateral negotiation.
  19. [[Ferra]] served as provisional capital until 2024. Construction of [[Star City]] began in 2020 on federal land between the two constituent states, a location chosen specifically so that neither would host the federal government.
  20. Government and politics
  21. Meridian is a federal parliamentary republic. Legislative authority rests with the [[Federal Assembly]], a unicameral chamber of 13 seats, of which half are elected by national proportional representation and half apportioned among the states. The apportioned seats were introduced during the constitutional convention to prevent inland Valdara from being outvoted by the more populous coast.
  22. The [[President of the Union]] serves as head of state and government, elected by the Assembly for a five-year term and limited to two terms. State governors are elected directly and hold competence over land registration, commercial licensing and local policing.

  24. Languages
  25. Spanish and [[Ferrenc]] are the native languages of Meridian, the former predominant in Valdara and the latter along the coast. Both are co-official and compulsory in secondary education.
  26. English serves as the working language of the federal institutions, the courts and the published statute book. Article 4 of the Constitution states that "no language of the Meridian people shall be imposed upon another; the acts of the Union are written in a language belonging to none of its peoples, that it may belong to all of them."
  27. The arrangement was contested during the constitutional convention and remains a recurring subject of public debate, particularly regarding the quality of administrative English and its effect on access to the legal system.
  28. Economy
  29. The Meridian economy rests on three sectors distributed unevenly across the states. [[Valdara]] accounts for the substantial majority of agricultural output, including viticulture, olive cultivation, livestock and food processing; the country is a net exporter of foodstuffs. [[Costa Ferra]] contains the [[Port of Ferra]], shipbuilding and industrial fishing. [[Star City]] concentrates financial services and public administration.
  30. Structural vulnerabilities include energy import dependency, a small domestic market, exposure to maritime trade cycles, and the transitional debt inherited under the [[Cartagena Accord]], which continues to constrain the federal budget.
  31. Symbols
  32. The [[flag of Meridian]] consists of a deep blue field crossed horizontally by a narrow white band, representing the meridian line, with an eight-pointed silver star in the canton. The star corresponds to the eight radial avenues of [[Star City]], from which the capital takes its name.
  33. The national motto is "The South is ours" (Nuestro es el mediodía).
  34. The national day is 9 June, marking the referendum rather than the transfer of sovereignty on 1 January.
  35. Foreign relations
  36. Relations with [[Spain]] are formally correct and were normalised by treaty in 2021. The border is open, customs arrangements are governed by bilateral agreement, and residents of the territory in 2019 retain a right to dual citizenship.
